NOTICE OF RACE
International Penguin Class Dinghy Association
2025 International Championship
September 13-14, 2025

Rules:
This Regatta is sanctioned by the International Penguin Class Dinghy Association (IPCDA) and will be conducted by the Corsica River Yacht Club. The Regatta shall be governed by The Racing Rules of Sailing (RRS), including the US Sailing prescriptions, and the IPCDA Class rules except as modified by this Notice of Race and the Sailing Instructions.
The following 6 items shall apply:
l. Minimum crew weight is 290 lbs for classic boats and 310 lbs. for modern boats. Minimum hull weight is 140 lbs. Excess hull weight may be applied towards the crew weight
2. Any boat that capsizes during a race, as defined by the mast hitting the water, shall retire from that race.
3. Anchors are not required.
4. One serviceable paddle is required.
5. A painter NLT 25’ and 3/16” diameter is required.
6. Adequate means of bailing (scoop or can)
Notice is hereby given that all participants, including spectators, officials and others participate in this event including pre- and post-race activities entirely at their own risk.
Sailing Instructions:
Sailing Instructions will be available online on Regatta Network and at registration at 8:30 AM on Saturday September 13th, 2025.
Eligibility:
International Championship: The skipper shall be a member in good standing of the IPCDA and have acknowledgement of payment of 2025 dues. For skippers sailing with non-family minor crew members (under the age of 19), the name and emergency phone numbers of the parents will be required, or you can complete a Parental Permission Form. Juniors (19 or under) may also sail in the “Senior” International Championship, however, to be eligible for senior awards, they must meet the senior weight rule.
Exceptions to the Active Member rule Section VIII -3
(a) Any Junior member may race using a borrowed measured and approved Penguin Class Dinghy including sail.
(b) To promote the Penguin Dinghy, the Class encourages sailors not currently owning a Penguin to borrow a measured and approved Penguin Class dinghy including sail and race in the International Championship. They must be Associate Members.
Entry:
Registration must be completed online at the Regatta Network site, which includes 2 dinners.
$150 (US) on or before September 8 After that date registration may not include dinners. Please contact us if you have dietary restrictions. Note that entries received after September 8th will not be guaranteed Saturday dinner or regatta SWAG and those made after September 11th will not be guaranteed lunches.
Advertising and Sponsors:
The Regatta is designated Category A in accordance with Rule 79 of the RRS. There will not be a penalty for items that are approved by the Organizing Authority.
Measurements:
Measurements will be conducted from 9:00 AM to 10:00 AM on Saturday September 13th, 2025.
Measurements will include but are not limited to hull weight, crew weight, and safety gear. Boats that have been previously weighed will not be required to be reweighed, although they are subject to remeasurement. All measurements shall be by Penguin Class representatives.

Awards Presentation to follow racing
The Race Committee will hold as many races daily as possible weather permitting.

Launching and overnight boat storage
One boat lift is available for launching and haul out. Limited dock storage available. Beach launching is available.
Course:
The sailing courses for the International Championship will be Windward/Leeward or Triangular courses as described in the Sailing Instructions. Races will be on Chester or Corsica Rivers.
Scoring:
The low point scoring system with no bonus points from the RRS Appendix A will be used. In the event that six or more races are sailed, there will be a provision for a throw-out.
Prizes:
Awards will be presented to the top three finishers overall. Several other special awards will be presented and include the Grand Master’s Award (highest finisher over the age of 60), the top woman skipper, top family team, junior (16 or younger) and top classic boat.
Housing
On site camping is available or nearby hotels or B&B’s in Chestertown (16 miles north, 25 minutes), or Kent Island (20 miles southwest, 28 minutes), or Easton (27 miles south, 40 minutes).
The club is remote so the nearest shops, food, amenities are in Centreville (8 miles, 16 minutes)
